What information and documents do I need to complete this transaction on-line?

To do this transaction on-line, your web browser must permit cookies.

To do this transaction on-line, you must have these items or this information:

• The vehicle identification number (VIN) or the hull identification number (HIN), the model year, and the make of the vehicle or boat. Refer to your registration documents.
• The date of birth of the owner if the owner is a person and not a business.
• The current ZIP code for the mailing address of the vehicle or boat owner.
• A credit card or a debit card that the DMV accepts.
• An e-mail address that is not blocked and not protected. Your e-mail program must be able to receive e-mail from addresses that include the domain: dmv.state.ny.us.
• A pen or a pencil and a piece of paper, or a printer, to record your confirmation number.

Can I do this on-line transaction if I changed my mailing address?

No. Your mailing address on file with the DMV must be your current mailing address.

You cannot:

• change your address during the on-line transaction, or
• change your address after the on-line transaction and then receive your document at the new address, or
• do the transaction on-line and then request that the DMV mail your document to a different address.

If you change your address during another vehicle, boat, or driver license transaction, the change will not affect the address on your other DMV records. For example, if you changed your address when you renewed a vehicle registration, this did not change the address on your driver license record or on the registration records for other vehicles or boats.

The DMV changes the address on both your driver license and your vehicle/boat records only if you report the change on form MV-232 (Change of Address) or through the DMV Call Center. You must provide all of your vehicle plate numbers or boat registration numbers to change your address on all of the vehicle or boat records.

Note: If you file a request with the US Postal Service (USPS) to forward mail there is no guarantee that the USPS will forward all DMV documents to the new address.

Can I use this on-line transaction if I changed my name?

Yes, but the duplicate title certificate will display your previous name. You cannot change your name during this transaction. If you recently changed your name, read the instructions to change your name on DMV documents and DMV records.

Is this on-line transaction always available?  What are the business hours for this on-line transaction?

This transaction is normally available 24 hours each day.

The DMV normally processes on-line transactions immediately. If the DMV cannot immediately process your transaction, you will receive a confirmation that the DMV received the information that you entered. The DMV will process your transaction on the next business day, and will send an e-mail message to confirm your transaction.

Does the DMV charge a fee to use this on-line transaction?

There is no additional cost or processing fee to use this on-line transaction. You pay only the amount of your duplicate title fee and any express delivery fees if you select an express delivery service.

How do I pay for this on-line transaction?

You must use a credit card or a debit card to pay for this transaction on-line. The DMV accepts these credit cards:

• American Express® Card
• Discover Card®/Novus®
• MasterCard®
• VISA® Card

You can use a debit card if the debit card was issued by MasterCard® or VISA® and the card does not require a personal identification number (PIN).

Is this on-line transaction secure? How does the DMV protect my personal information?

The DMV uses secure socket layering (SSL) to protect your information. The DMV encrypts your credit card information and your personal information so other Internet users cannot read the information. Read the DMV Privacy and Security Statement.

How will I know the amount that the DMV charged to my credit card?

The on-line transaction will ask you to confirm the amount of your payment before you submit your payment. If you do not submit your payment, the DMV will not charge the amount to your credit card.

After the DMV processes your payment, you will see the amount of the payment in the confirmation messages from the DMV and on your credit card statement.

You will need your confirmation number if you contact the DMV about your on-line transaction. After you select the button to submit your payment, a confirmation message will appear in your browser window. The confirmation message contains your confirmation number and other information about your transaction.

The confirmation message can take several seconds to appear. If the message does not appear immediately, do not select the button to submit your payment again. If you select the button more than one time, you can receive an error message. Wait for the message to appear.

When the confirmation message appears in your browser window, write your confirmation number on a piece of paper. Do not try to print or to reload the web page in your browser window. Some browsers will erase the information from the web page if you try to print or to reload the page, and you can lose your transaction information.

After you submit your payment, you will receive an e-mail message that includes your confirmation number.

Can I cancel this on-line transaction?

No. You cannot cancel this on-line transaction after you submit your payment.
