A Vehicle Inspection Station is licensed by NYS DMV to conduct required annual inspections of safety equipment and required annual tests of exhaust emissions. The safety inspection and emissions test are normally done at the same time.
Every motor vehicle, motorcycle and trailer, must receive a safety inspection each year, as required by the NYS Vehicle and Traffic Law.
A Motor Vehicle Inspection Station can be licensed to inspect passenger vehicles and trailers, motorcycles and/or heavy-duty vehicles that weigh more than 18,000 lbs. An inspection station can be licensed to inspect more than one vehicle type.
Every vehicle must receive an emissions inspection each year. The type of emissions inspection required is determined by the county of registration, the model year, the fuel type and the weight.
The New York City Metropolitan Area (the NYMA or the NYCMA) includes: Bronx County, Kings County (Brooklyn), New York County (Manhattan), Queens County, Richmond County (Staten Island), Suffolk County, Nassau County, Westchester County and Rockland County. The other 53 counties in NYS are outside the NYMA.
High-Enhanced emissions inspections are required for gasoline-powered vehicles that are registered in the NYMA and that weigh more than 8,500 lbs or are 1995 or older model year vehicles.
Diesel emissions inspections are required for diesel-powered vehicles registered in the NYMA that weigh more than 8,500 pounds.
Low-Enhanced or NYVIP emissions inspections are required for all non-exempt gasoline-powered vehicles that do not require a High-Enhanced emission inspection.

A Motor Vehicle Repair Shop is required to register with the DMV to perform mechanical and/or body repairs.
A Motor Vehicle Repair Shop repairs or diagnoses motor vehicle malfunctions and/or repairs motor vehicle bodies.
A Mobile Repair Shop performs repairs at a location provided by a consumer.
A Body Repair Shop specializes in the repair or modification of motor vehicle bodies. A Body Repair Shop normally does not do mechanical repairs.

Automobile Dealers, Boat Dealers and Yacht Brokers
An Automobile Dealer is licensed by the DMV to sell vehicles at retail or at wholesale, a Boat Dealer sells motorized boats, and a Yacht Broker is licensed to act as an agent in the sale and purchase of motorized boats.
A Used Motor Vehicle Dealer can only sell used vehicles.
A New Motor Vehicle Dealer can sell both new and used vehicles.
A Wholesale Dealer exclusively buys and sells motor vehicles, motorcycles or trailers at wholesale, but does not sell at retail.
A Qualified Dealer is a dealer that sold at least 225 vehicles in a year, with one-third of these cars being new cars.
Boat Dealers buy and sell motorized boats.
A Yacht Broker acts as an agent for buyers and sellers of motorized boats.

Dismantlers, Scrap Processors and Other Vehicle Parts and Scrap Businesses
The business in this group are licensed, registered or certified to process, sell or otherwise dispose of junk and salvage vehicles and vehicle parts.
An Itinerant Vehicle Collector acquires vehicles that cannot be operated and can sell vehicles and vehicle parts to dismantlers and scrap processors.
A Vehicle Dismantler purchases and dismantles motor vehicles and trailers for sale of the parts and/or scrap.
A Salvage Pool acts on behalf of a vehicle owner or insurance company in the sale of junk and salvage vehicles or major component parts.
A Mobile Car Converter or Crusher operates a transportable device that crushes motor vehicles for scrap.
A Scrap Processor purchases motor vehicles and parts to be processed into metallic and non-metallic scrap.
A Scrap Collector collects and disposes of miscellaneous scrap and vehicular scrap to dismantlers or scrap processors.
